Tampa: Karst Soils and Hurricane Recovery Are Straining Sewer Rehabilitation

Tampa’s underground doesn’t play by the same rules as most of the country. A shallow water table, unpredictable karst limestone voids, and two active hurricane seasons in a row have put engineers and contractors here in constant reaction mode.

For engineers and contractors managing sewer rehabilitation across Hillsborough and Pinellas County, inflow and infiltration (I&I) is a year-round pressure point, not a rainy-season inconvenience. Post-storm recovery funding has accelerated I&I reduction work across the Tampa Bay area, and the urgency has only grown since Hurricanes Helene and Milton.

 

Water Finds Two Different Ways In

Cracked pipes, worn joints, and deteriorated manhole structures give groundwater an entry point across Tampa Bay, that’s infiltration at work. Inflow enters more directly, through roof drains, yard drains, and other connections plumbed straight into the sanitary system.

Both drain sewer capacity fast when Tampa’s permanently high-water table gets even higher. Storm surge and saturation events push that hydrostatic pressure well past normal levels, and a wastewater collection system already carrying excess flow has little room left to absorb it.

 

Karst Doesn’t Respect a Fresh Liner

Contractors around Tampa Bay turn to CIPP to renew deteriorated mains without disruptive open-cut work near a water table that’s already unpredictable enough. On the trunk line, that’s the right call. It’s what’s beneath the rest of the system that keeps causing problems.

Even after a main gets lined, Tampa’s infiltration readings can stay stubbornly high, because the karst limestone underneath creates soil voids and shifting support conditions that operate independently of pipe condition. A lateral or manhole sitting outside the lined section can keep leaking no matter how sound the mainline is.

Confirming the Defect Before Committing Crews

Karst geology hides voids that a single-pass inspection can’t always catch, which is why combining CCTV, flow monitoring, and smoke testing matters more here than in most markets, it’s the only reliable way to confirm whether the leak sits at the main, the lateral, the connection, or the structure itself.

Once the defect is pinpointed, the fix should be matched to it: trunk-line deterioration calls for mainline CIPP; a compromised private or public lateral needs full lateral lining; a joint separated by soil voids needs targeted connection rehabilitation; a manhole cracked by hydrostatic pressure or storm loading needs structural rehab; and a small, active leak at a specific joint or connection is often best handled with injection grouting rather than a broader reline.

 

What’s at Stake for Engineers and Contractors

Hillsborough County and Tampa Bay Water utilities are racing to keep the cost of pumping and treating unwanted groundwater under control as recovery funding accelerates project timelines. Sewer overflows during heavy rain carry real regulatory consequences in a region still rebuilding infrastructure damaged by back-to-back storms.

A system this exposed to karst soil and storm surge risk needs to be managed as one connected network rather than a set of unrelated repairs. A sound mainline liner is table stakes here; the karst underneath means the laterals, connections, and manhole structures around it need just as much attention if the numbers are going to hold past the next storm season.
